November 13, 2006 - 2005 Audit

    The Accounting Firm of Cipher and Cipher presented the 2005 Audit to the Union Township Board of Supervisors at a special meeting for 7:00 p.m. Monday, February 13, 2006.  Cipher and Cipher presented the 2005 Audit Report to the Supervisors. April 18, 2005 - 2004 Audit

March 14, 2005   Letter of intend signed with the Department of Community and Economic Development (DCED)

 

    Union Township  Supervisors have signed a letter of intent to obtain help from the DCED. The DCED provides on-site professional peers to review municipal operations, provide recommendations and assist in their implementation. Peers are usually local officials with special knowledge and expertise on the particular issue. Michael Foreman from the DCED discussed the program at the Union Township Supervisors Meeting on March 14, 2005.  Mr. Foreman identified that there will be no cost to the municipality for this service.  

 

    The service includes a  financial evaluation over the past three years and the current year and a trend analysis for the next two years.  The professional peer will review the revenue structure, income stream and make recommendations.  These may be tough decisions but coming from an independent source, the Board and the residents of Union Township may face them a little better.  Mr. Foreman identified that this program will get started in early May and be completed in August 2005.

 

    The next step in the program is the Early Intervention Program that assists municipalities experiencing fiscal difficulties to develop comprehensive multi-year financial plans and establish short and long term financial objectives.

 

    On September 26, 2005, The DCED issued Union Township's Financial Evaluation Report to the Supervisors. The Scope of services to conduct a financial evaluation includes the following elements:

  1. Conduct a review and evaluation of the current financial condition through 2005 including a year end clash flow projection

  2. Develop financial projections of anticipated revenues and expenditures for Fiscal years 2006 and 2007 including every major revenue and expenditure category

  3. Review and evaluate actual financial performance
