Peters Creek Sanitary Authority (PCSA) is proposing a sanitary sewer extension from Lew Street to McChain Road in Union Township. The project proposes gravity sanitary sewer to serve existing single-family dwelling units. The site is located west of McChain Road between Chevy Chase Drive and Brownsville Road Extension and along McChain Court.

Sanitary sewage service will be provided by the PCSA. Sanitary sewage from the existing dwellings will be conveyed to the collection system tributary to the Peters Creek Interceptor for treatment at the Clairton Municipal Authority sewer treatment plant.

Public notice is necessary to obtain planning module approval. PCSA intends to apply for Local Share Account (LSA) funding through the Washington County Redevelopment Authority. Sewage Facilities Planning approval is a requirement for a LSA application.

The Redevelopment Authority of the County of Washington will receive bids for the UNION TOWNSHIP STREET IMPROVEMENTS PROJECT NOS. Each bid shall be accompanied by a bid guaranty, which shall not be less than ten percent (10%) of the total amount of the bid. The form of the guaranty shall be in accordance with the type permitted under the contract documents.

Attention is called to the fact that not less than the minimum salaries and wages as set forth in the Contract Documents must be paid on this project; that the Contractor must ensure that employees and applicants for employment are not discriminated against because of their race, age, color, religion, sex, national origin, or handicap in accordance with Executive Order 11246; and that the lower income resident employment and training requirements 24 CFR 135 apply to this project.

The work to be performed under this contract is subject to the requirements of Section 3 of the Housing and Urban Development Act of 1968, as amended, 12 U.S.C. 170lu (Section 3). The purpose of Section 3 is to ensure that employment and other economic opportunities generated by HUD assistance or HUD-assisted projects covered by Section 3, shall, to the greatest extent feasible, be directed to low and very low income persons, particularly persons who are recipients of HUD assistance for housing.

The requirements of Executive Order 11625 - Minority Business Enterprise, and Executive Order 12138 - Women Business Enterprise, are applicable to this project.

As used in this Notice, and in the contract resulting from this solicitation, the "covered area" is the Pittsburgh Metropolitan Statistical Area (MSA) which includes the Counties of Allegheny, Beaver, Butler, Fayette, Washington and Westmoreland. NOTICE OF REVISION OF OFFICIAL SEWAGE FACILITIES PLAN OF UNION TOWNSHIP

This Public Notice is given, pursuant to Chapter 71 of the Department of Environmental Resource Rules and Regulations, in order to provide notice to the public of proposed new land development project identified as St. Francis of Assisi located along Washington Avenue in Finleyville Borough and Union Township.

The proposed development will flow into an existing sanitary sewer and will result in 6 EDUs of approximately 18 acres that will necessitate Official Township plan revisions for sewage facilities of Union Township, 3904 Finley-Elrama Road, Finleyville, PA 15332. ZONING -CODE ENFORCEMENT OFFICER
The Union Township Board of Supervisors will accept resumes postmarked by Friday, April 7, 2006, to the Township Building, 3904 Finleyville-Elrama Road, Finleyville, PA 15332 for the position of part-time/full-time zoning-code enforcement officer. This is a semi-professional position of an independent nature with responsibility for administering and enforcing the applicable ordinance of the Township including Land Development, Subdivision, and Zoning ordinances.

The position requires taking action to encourage compliance with local ordinances and initiating enforcement notices that could lead to legal action. Please take note that the validity of the Union Township Zoning Ordinance is in question, and a curative amendment has been proposed by BDH, Inc., and the Library Sportsmen's Club. This proposed curative amendment would change the zoning map to create a mixed-use overlay district re-zoned as H-1 in a 140-acre tract along Cardox Road, presently zoned RD and SD. The proposed reason for this change is to allow reclamation and use of the abandoned mines located thereon and to accommodate future land uses through appropriate designs. The Union Township Board of Supervisors will conduct a continued public hearing of which the first hearing was held on January 9, 2006 on this submitted curative amendment on the Thursday, March 30, 2006, at 7:30 P.M. at the Union Township Municipal Building, 3904 Finley-Elrama Road, Finleyville, Pennsylvania 15332. The Board of Supervisors of Union Township will hold a public hearing on March 6, 2006 at 7:00 p.m. in the Township Building located at 3904 Elrama Finley Road, Finleyville, PA 15332. The purpose of the public hearing is to determine whether to approve an intermunicipal transfer of a restaurant liquor license owned by Cafe Calabria, Inc. and Iocated in Peters Township to Beach House, Inc. located in Union Township. Union Township Reorganization Meetings for 2006 The following boards will meet to reorganize for the year 2006 on the dates and times designated: Board of Supervisors Tuesday, January 3, 2006 7:00 p.m. Board of Auditors Wednesday, January 4, 2006 7:00 p.m. The meetings will be held at the Union Township Municipal Building 3904 Finley-Elrama Road, Finleyville, PA 15332

The Union Township Board of Auditors, Washington County, Pennsylvania will present their findings on the 2004 Audit to the Board of Supervisors at a Special Meeting to be held at the Union Township Municipal Building, 3904 Finley-Elrama Road, Finleyville, PA 15332 on Wednesday, December 7, 2005 at 7:00 PM.

Sealed bids will be received by the Union Township Board of Supervisors, Union Township Municipal Building, 3904 Finley-Elrama Road Finleyville, PA 15332 until 5:00 pm, prevailing time, Monday, December 12, 2005 for the following police vehicles: 1999 Ford Crown Victoria, 2000 Ford Crown Victoria, Two 2001 Ford Crown Victoria, 2004 Ford Explorer.

All vehicles are being sold "AS IS" Condition. Police radios are not included with the vehicles. A 10 % deposit is due with the bid. All bids must be in a sealed envelope marked "Bid-Police Vehicle". The Union Township Board of Supervisors reserves the right to reject any and/or all bids.

The Proposed Budget for 2006 will be available for public inspection beginning on November 29,2005 for a period of 20 days at the Municipal Building, 3904 Finley-Elrama Road Finleyville, PA 15332, during regular business hours.

The Union Township Board of Supervisors intends to adopt the 2006 Budget and Tax Resolution and general township business at a Special Meeting scheduled for Monday, December 19, 2005 at 7:00 pm at the Municipal Building, 3904 Finley-Elrama Road, Finleyville PA 15332

Notice is given that the Union Township Planning Commission will hold a hearing at the Township Municipal Building, 3904 Finley-Elrama Road, Finleyville, Pennsylvania, 15332, At 7:30 PM, on the 1st day of December, 2005, at which time the Planning Commission will take evidence and hear from interested parties and the public on the matter of a curative amendment to the zoning ordinance requested by Behling Dixon Holdings, Inc., specifically to correct an inconsistent treatment of a single parcel of property, at one end treated as SD “special development” and at the other end treated as RD “residential development” , for the purpose of reclaiming an abandoned mine on the property.

Notice is hereby given that a hearing on a conditional use application and information regarding the same will be held by the Union Township Board of Supervisors on the 29th day of August, 2005 at the Union Township Municipal Building at 7:00 p.m.

This conditional use, if approved, will permit the erection of two (2) Lamar billboard structures along Toll Road 43 on the Mon-View Mining Property, more specifically, 50 feet South of the Courtney Hill Road and 200 feet North of Joe Montana Bridge. This property is currently zoned "SD" Special Development.

The Union Township Board of Supervisors, Washington County, Pennsylvania will accept proposals from qualified Planning Consultants until 3:00 PM on September 9, 2005. Consultants must demonstrate substantial experience and knowledge of the PA MPC, community planning, land use and development, subdivision and zoning regulations. The Board of Supervisors of Union Township, Washington County, Pennsylvania will be holding a special meeting on Thursday, July 28, 2005 at 9:00 a.m. in the auditorium of Union Township Building. The special meeting was requested by Continental Real Estate Companies. Note - This meeting was cancelled 7/28/05

The Board of Supervisors of Union Township, Washington County, Pennsylvania will be holding a special meeting on Monday, June 27,2005 at 7:00 p.m. in the auditorium of Finley Middle School, which is located at 6023 Route 88, Finleyville, P A. The purpose of the special meeting if for general purposes.

NOTICE IS HEREBY GIVEN, that the Board of Supervisors of Union Township, Washington County, Pennsylvania, intends to pass at a special meeting of the Board to be held on June 27, 2005, at 7:00 p.m. at Finley Middle School the following Ordinance:

AN ORDINANCE OF THE TOWNSHIP OF UNION, WASHINGTON COUNTY, PENNSYLVANIA ABOLISHING THE UNION TOWNSHIP POLICE DEPARTMENT AND OTHERWISE REPEALING ANY AND ALL ORDINANCES, RESOLUTIONS AND/OR MOTIONS WHICH APPOINTED EITHER FULL-TIME OR PART-TIME POLICE OFFICER POSITIONS IN THE TOWNSHIP OF UNION.

A copy of this Ordinance may be examined by any citizen at the Office of the Secretary/Treasurer of Union Township, Monday through Friday of each week between the hours of 8:30 a.m. and 5:00 p.m. and the Law Library in the Washington County Courthouse, Washington, Pennsylvania, each day until adoption. .
