Peters Creek Sanitary
Authority (PCSA) is proposing a sanitary sewer extension from Lew Street
to McChain Road in Union Township. The project proposes gravity sanitary
sewer to serve existing single-family dwelling units. The site is
located west of McChain Road between Chevy Chase Drive and Brownsville
Road Extension and along McChain Court.
Sanitary sewage service will
be provided by the PCSA. Sanitary sewage from the existing dwellings
will be conveyed to the collection system tributary to the Peters Creek
Interceptor for treatment at the Clairton Municipal Authority sewer
treatment plant.
Public notice is necessary to
obtain planning module approval. PCSA intends to apply for Local Share
Account (LSA) funding through the Washington County Redevelopment
Authority. Sewage Facilities Planning approval is a requirement for a
LSA application.
Peters Creek Sanitary
Authority, hereby commences a 30-day public review and comment period.

A continued hearing on
the petition for an appeal and request for hearing in C-2 zoning
district to challenge the validity of a land use ordinance changing

The Union Township Zoning Hearing Board will hold a continued

The Redevelopment Authority
of the County of Washington will receive bids for the UNION TOWNSHIP
STREET IMPROVEMENTS PROJECT NOS. CD 05-38 AND CD 06-44 until 11:00 A.M.,
prevailing time, on July 24, 2009, at its office, Courthouse Square,
Suite 603, 100 West Beau Street, Washington, Pennsylvania 15301, at
which time and place all bids will be publicly opened and read aloud.
Copies of the contract
documents including drawings, technical specifications and bid forms are
available for viewing online. To receive a login name and password to
view and order contract documents, contact the Redevelopment Authority
of the County of Washington at 724-228-6875. A non-refundable payment of
$106.00 to Washington Reprographics is required for each set of contract
documents. Only Contract Documents purchased directly from Washington
Reprographics will be accepted.
Each bid shall be accompanied
by a bid guaranty, which shall not be less than ten percent (10%) of the
total amount of the bid. The form of the guaranty shall be in accordance
with the type permitted under the contract documents.
Attention is called to the
fact that not less than the minimum salaries and wages as set forth in
the Contract Documents must be paid on this project; that the Contractor
must ensure that employees and applicants for employment are not
discriminated against because of their race, age, color, religion, sex,
national origin, or handicap in accordance with Executive Order 11246;
and that the lower income resident employment and training requirements
24 CFR 135 apply to this project.
The work to be performed
under this contract is subject to the requirements of Section 3 of the
Housing and Urban Development Act of 1968, as amended, 12 U.S.C. 170lu
(Section 3). The purpose of Section 3 is to ensure that employment and
other economic opportunities generated by HUD assistance or HUD-assisted
projects covered by Section 3, shall, to the greatest extent feasible,
be directed to low and very low income persons, particularly persons who
are recipients of HUD assistance for housing.
The requirements of Executive
Order 11625 - Minority Business Enterprise, and Executive Order 12138 -
Women Business Enterprise, are applicable to this project.
As used in this Notice, and
in the contract resulting from this solicitation, the "covered area" is
the Pittsburgh Metropolitan Statistical Area (MSA) which includes the
Counties of Allegheny, Beaver, Butler, Fayette, Washington and
Westmoreland. All bidders are required to contact Section 3 Business
concerns in the Pittsburgh MSA.
The Redevelopment Authority
of the County of Washington reserves the right to reject any or all bids
or to waive any informalities in the bidding.
Bids may be held by the
Redevelopment Authority of the County of Washington for a period not to
exceed forty-five (45) days from the date of opening of Bids for the

OFFICIAL SEWAGE FACILITIES PLAN OF UNION TOWNSHIP
This Public Notice is given,
pursuant to Chapter 71 of the Department of Environmental Resource Rules
and Regulations, in order to provide notice to the public of proposed
new land development project identified as St. Francis of Assisi located
along Washington Avenue in Finleyville Borough and Union Township.
The proposed development will
flow into an existing sanitary sewer and will result in 6 EDUs of
approximately 18 acres that will necessitate Official Township plan
revisions for sewage facilities of Union Township, 3904 Finley-Elrama
Road, Finleyville, PA 15332. The ultimate flow will be 2,100 gpd.

| Please take note that the validity of the Union Township Zoning Ordinance
is in question, and a curative amendment has been proposed by BDH, Inc.,
and the Library Sportsmen's Club. This proposed curative amendment would
change the zoning map to create a mixed-use overlay district re-zoned as
H-1 in a 140-acre tract along Cardox Road, presently zoned RD and SD. The
proposed reason for this change is to allow reclamation and use of the
abandoned mines located thereon and to accommodate future land uses
through appropriate designs. The Union Township Board of Supervisors will
conduct a continued public hearing of which the first hearing was held on
January 9, 2006 on this submitted curative amendment on the Thursday,
March 30, 2006, at 7:30 P.M. at the Union Township Municipal Building,
3904 Finley-Elrama Road, Finleyville, Pennsylvania 15332. A full and
complete copy of the proposed curative amendment may be examined by
members of the public before the above-noted hearing at the Washington

Union Township will hold a public hearing on March 6, 2006 at 7:00 p.m.
in the Township Building located at 3904 Elrama Finley Road, Finleyville,

approve an intermunicipal transfer of a restaurant liquor license owned by
Cafe Calabria, Inc. and Iocated in Peters Township to Beach House, Inc.

| Vision for the Future - Carroll Twp,
Finleyville, Nottingham Twp., Union Twp. All residents of
Carroll Twp, Finleyville, Nottingham Twp., Union Twp. are invited to
attend a public meeting on Thursday, May 12, 2005 at 7:00 p.m. to help create a
vision for the future of the four communities. This meeting will be held at
the Nottingham Township Building.
The
multi-municipal steering committee that is guiding the preparation of the
joint comprehensive plan will use the information obtained at this meeting
to prepare policies, goals and objectives that will guide the development
of the four municipalities with regard to land use, housing, economic
development, transportation, recreation, natural resources, and public
facilities and services.
